No, there is no cheats for that.

But dude just swim underwater and raise it up.

You don't have to get it full to do the mission.

Just more than half way.

Well if you want to stay under water for a long time let the blue breath bar go down completely then you will see your health go down whenever your helth is too low do the armour cheat:
r1, r2, l1, x, l, d, r, u, l, d, r, u,
