Actually there is but you need a cheat disc like gameshark or codebreaker to unlock it I did then put it in my garage and saved for rainy day

There is an fbi rancher, 4 door enter in 6 star cheat (on the supercheats site) then lose 1 let them crowd round ya the enter the no wanted level cheat then lock wanted level cheat and get in 1 go to you're safe house and ta the you got 1
