I got the quadbike beside a cabin in shady creek the monster truck, jet pack and the hover craft you'll find on a mission the 900 is in Las Venturas it not the fastest trust me the fastest one is the racing one.

The one thing you need to remember about the jet pack is... Don't get your hopes up. it's really slow. all it's good for is flying up and shooting people from air. Now the was you get it is..;

You need to own the aircraft graveyard which is in las venturas. then you should have missions from a government guy that you do there. after a few you'll find the hippie guy in one of them and he'll take you to area 69 and give you a silenced pistol (which you won't really need at least i didn't need it), night vision goggles (also usless because you can't really see) and a sniper rifle (very useful).

Before entering, you want to pick off as many soldiers with the sniper rifle as you can and then kill the one on the first tower there is when you enter. then climb the tower and shoot out all the spot lights. then an alarm will go off and you have to go in a vent which will be indicated by a yellow dot on the map. You also want to have an M4 handy (M4 because that's what the army guys have so you'll easily get ammo otherwise an AK-47 works) because once you get in that vent you get armor and health and then it's soldier slaughter fest.

You have to get to every yellow marker on the map and do what it tells you to do and when you get in the launch pad thing becareful because there's soldiers all on the stairs. after that i'm not totally sure but i believe you can get the jetpack at the aircraft grave yard.
