Since there are 3 Islands, it logic for it to be 30% of the missions for each island, althought you cannot walk or drive there you can Fly, swim or Sail there illegally but as soon as you enter the land you will have 4 star's on you for illegal immigration.

Well first of all there is really 4 other places you can go. The Badlands, San Fierro, the Desert and Las Venturas. Anyways after you beat "Green Sabre" you go to the Badlands. After you beat "Are You Going to San Fierro?" you go to San Fierro. After you bet "The Da Nang Thang" you go to the Desert.

After you bet "Puncture Wounds" you go to Las Venturas in that order. Also, don't try to go to the other citys without betting these missions because you get 4 stars; and the "Lower Wanted Level" cheat does't work either if you are trying to get rid of the cops.
