Honistly I don't even know. Thats the only time I saw it was on that mission (end of the line) thats the only time I saw the swat tank. Plus it's not really strong and it shoots water instead of bullets. But I'm sorry that I don't know where to find it but I have never seen it on free time. I tried looking for it at the navel base before but it wasen't there and I tried looking at the ship in sanfeirro and I coulden't find it and the natanal gaurd thingy where you and ryder have to steel the crates and stuff that place and thats in the docks in los santos. I looked there and it wasen't there and I tried getting the swat on me by getting a 4 start wanted level. So truefully I don't think that you can get it.

You can't find it outside the mission.
If you want the Swat Tank, play the mission and when you see it, nick it and put it in a garage and it should stay there.
As with any rare vehicle, make sure it's there when you save your game (I have found that vehicles have a tendency of disappearing from their garages)
