I don't know if you can recruit any gang members in that mission anyway if you can press R1 and up at a member.

Aim at the person with R1, as if you were going to hit them, and then press up on the directional pad. If that doesnt work try doing left, right, or down on the directional pad. HOPEthisHELPS
