In order for you to unlock the other characters in the game such as Frieza's father, King Cold, I think that you should try beating the other play modes in the game. There is one mode in the game that I cannot think of it's name, but you have to defeat One Hundred people in order to beat the mode. I think it is called Ultimate Challenge or something similar to that. Try beating that mode and you will unlock some more characters for you to play as and you will also unlock more game modes such as Survival mode. I know for a fact that if you want to unlock King Cold, then you will have to beat the Cell Games tournament on level three. You can also get more characters by collecting all of the dragonballs, and summoning Shenron to grant you a wish. There are more than 2 ways to unlock characters, so good luck.

Well to get king cold you have to beat cell games on lvl 3, and as for the others
You can wish for them and play through different modes in the game
