I had quite a bit of trouble with this battle as well. I tried many different strategies, but I always ended up getting beat down by the bionic girl lol. What I noticed was that Hercule starts out with a lot of energy in his bar, so at the very beginning of the match, I could use my hero punch on Android 18 and push her back a lot. While she was flying back, I would charge up my energy, and then use my special attack again. Then just keep repeating that, simple but effective. See if that helps you out any. :)
