You must fuse the items 'Bros. Of Crane Hermit' amd 'Memorial Campaign'.
You first go to the saylan saga go to kakarot then go to the bottom yellow dot on the map enter the southern capital the you will see general tao in a pink thingy talk to him then you will be forced to battle him beat him then you unlock Bros. Of Crane Hermit and Memorial Campaign then you go to Evolution Z located on the main menu then you fuse those to items then you unlock general tao.
