The Z item broken seal is used with the Z item Zarbon. When you fuse the two of them together, you get the monster Zarbon A.K.A the ugly one lol.

As for where to get it, you can get it in the Zarbon saga, where he betrays Frieza I think. If not there, then just play the Frieza saga with the Ginyu force, you should get the item in one of these places...
