Go to another gangs teritory and start killing the gang members. A message should pop up saying that a teritory war has started. Just keep killing the other gang members and bring some big heat because sometimes they have a lot of people. If you can, get in a sniping position or a place where you only can have 1or 2 people shooting at you at a time, like a little dead end.

You have to do some missions first and then you will get instructions on how to gain territories.
