You just have to press the buttons of the cheats during the game. But some cheats are fake and don't work at all. Sorry but thi is the true. Hope this helps.

It may be the reason as told by Alexzander but I know 1 more.
My old PC was crap and GTA SA was slooooooooooooooow.
Then cheats didn't work, especially during a sandstorm, rain or thunderstorm.
Mass fires also made cheating impossible for me.
The only time I could cheat was when there was no calamities, and when it is a bright sunny day.
My new PC is fast, has better SA graphics and cheats work easily, even if there is thunderstorm and fire together.
