In zora's domain there is a shallow part catch a fish in a bottle and go to zora's fountain stand in front of the fish and show him the fish that you caught and he should bite.

Actually, he needs the golden scale. There are 2 ways to get it. As a kid, catch The 10 pound fish in the center if you didn't do this then afterwards, swim towards where it was and face the guy at the counter. Hold Z and R and swim towards him without letting go of both and talk to him without letting go of both and ask him to weigh the fish and keep holding Z and R till it says you got the Golden Scale.
