As a child, Saria sits on the tree stump in the Sacred Forest Meadow, right next to the entrance to the Forest Temple. Anytime after you get the Fairy Ocarina you can find her sitting there. Upon entering the Lost Woods go right, then left, right, left, straight, left, and finally right.
As an adult, Saria cannot be found outside of cutscenes. Specifically, she is only found in a cutscene following the completing of the Forest Temple, right before you enter Ganon's Castle, when you dispell the Forest Barier in Ganon's Castle, and during the credits.
