You will acquire them in the Shadow Temple dungeon. Once you get to the room where you have to move the statue to face the right skull, use your Lens of Truth (from Bottom of the Well dungeon) on the wall.
You'll have to navigate through several small rooms and corridors, then face off against this undead creature with many hands coming out of the ground.
Once you defeat it, you'll get the Hover Boots.

For Hover Boots, you have to defeat the Dead Hand in the shadow temple. First you must have defeated the Water Temple and found the Lens of Truth in the well in Kakariko. Otherwise you will surely get lost and never find the light of day again.

To get the metal the heavy boots make sure you have acquired the blue tunic the zoras give you it allows you not to drowned with the boots because the boots will sink you
