Did you collect all the three spiritual stones? If so, then you have to beat the temples. You can play Saria's song or talk to navi for help on what to do next.

Swim down to the bottle, then swim back through the portal to Zora's Domain. If you didn't get here through the portal, go to Hyrule Castle and get the letter to go to Death Mountain
