With bowser you are just going to have to keep attacking I suggest you use watt since watt can penetrate defenses and use the peekaboo badge so you can bowsers health, there is another badge which allows you to use 3 or 6 items at once I forgot what it was but use a mix of health regenerating items and items that will do lots of damage to bowser, use things like life shrooms and ultra shrooms, life shrooms you can get at the shop in star haven and I forget about ultra shrooms, but don't use all of your items at once against bowser because he can make his health go up by 30 whenever he wants so whenever he regenrates his health do the same and use the best of the action command because he can poison you and hurt your partners too so all you can do is keep attacking and hope you get lucky because if you get close to beating him and he regenerates his health then you're done for so keep attacking I guess I all I can say and make the best of your items and if they're really good then and you lose make sure the game was saved and press restart so you have all your items and stuff.
