How Do I get in the blue locked building in toad town that says "It must be locked from the inside"?

I haven't played Paper Mario in a while but I believe you must go underground to get the door unlocked. When you find you way to the door, someone is there and offers something for 64 coins. I'm sorry if this is incorrect.

This door will be unlocked in the course of the story, an entrance to one of the major levels in inside. Just keep playing through, and eventually you'll hit it. Sorry, I don't remember the exact chapter right now.
U have to progress through The game, then in Chapter 7 you go find the door to Shiver City. Don't give anything to the guy near the door, what the thing is; It's a star piece. Thats all. ITS a rip off
