I've tried that one thing to get the star rod power

But I haven't got there yet so can you tell me like how to do get there again?

You cannot get the star rod power, bowser has it... girl~Victoria is making up stories, just like the one I saw of monty mole as a part member.

Victoria is just stories just like the above person it's fake. just like the two times i herad that luigi and wario as partners and there was a badge that lets you use star spirits powers for free which was also fake.
