You mean Toad Town perhaps??? Well anyway, in that same area where those darker colored toads are blocking the road, there should be a building with a spinning roof, go try and open the door, it will say something like "Merlee is out" (I'm sorry if it's not Merlee, it's been a while since I've played.)but just keep going until Merlee busts through the door and knocks you on the ground, go in listen to his story (I believe there's one...) and then talk to him again (You might have to go talk to the toads again) and he will tell you to follow him and he will reveal that the dark colored toads are really the koopa brothers (your first boss, if you don't include king goomba) and then you can pass.
