How can you have baby?
I am on level seven and they won't become boyfriend and girlfriend. Also I want them to have two babies.

OK, when a daddy loves a mommy, and a mommy loves a daddy, they hug in a special way, and nine months later...
No, seriously - you need verify that you have an available slot in your Population - to do that tap the population button at the top of the screen - that will tell you how many Sims you have, and whether or not you can add a new one.
If you CAN add a new one, place the Crib, then tap it and add a new baby via it.
