By finishing Goals.
And dogs/cats can dig it for you.
You can get some in Party Boat too.

Either buy them, or do it the easy way. (Note: the easy way takes a looking time, but if you're willing to wait, then read on...) ok, so first you have to have a certain amount of Neighbors to do it. Go to the Social icon to do it, then, buy lots and lots of record players, or whatever else you can get from th social section. Then, keep placing it inside of your Sims house until the whole house is filled, or you can just by one, place it in your inventory, and buy another one and do the same thing. Notice how your Town Value increases, keep doing this until your value is high, and your LP is big as well. You should receive 5 or 6 lp every time, so if you're the patient person then this is for you. :D hope this helps!
