That indicates the Sim that you are currently controlling.

No, that is not true. The green diamond above the sims head indicates that, the sparkles just mean the sim is inspired.

Don't be worried, this is a good thing! This means that your sim's needs have been met and it is "inspired," or happy. Try to keep your sims like this to get more XP from actions and more simoleans from gardening.
