Buy a haunted furniture at the homestore. These will have a little red ghost icon to indicate they are haunted Items.
Place the furniture in a home.
Now you can click on it to access the option to search for ghosts.

You must go to the store by something with a small red ghost symbol in the bottom right corner, and place it in your home. Then with an Adult sim tap on the item you bought and select hunt for ghosts

Like the previous answers say, you have to buy a haunted item from the homestore. Then click on it and the "search for ghosts" option will be there. But one thing not previously mentioned that you should know is that ghost hunting will become your Sims new Hobby.
