Work a couple of Sims through the romance relationship levels until they get married. You will then be able to try for a baby by buying and placing a crib in the house. A baby icon should appear over the crib, providing you are allowed to add a new Sim to the town. It will take a few days for the baby to arrive.
You get a baby to become a toddler and later a pre-teen by getting a Sim to bake a birthday cake and then when it's complete clicking on the baby or toddler. They will morph into the next toddler or pre-teen.

You have to buy a cot from the infant section. They cost $3000 or 5LP. It will come up with a +sim sign click on it and make a baby it cost 4LP the first time. You have to be married I think

Make two Sims get married then buy a crib. An icon will appear above the crib and when you tap it you get to pay some life points then wait a few hours and a baby will appear
Ps. You have to have space for another Sim in your town, if your town doesn't have the space the icon won't appear above the crib
