No, they can't leave the town. But there are entertainment options for them in town like The Nightclub, where they can go to Dance.

No I don't think that there are. But you could always convert a empty house into a perfect holiday and send your Sims there when they want vacation, also make them pay some extra cash for the holiday rent if you want level twenty is great for Holidays if you have toddlers because you can build them some outdoor Swimming stuff
