Yes, on Sims freeplay, your sim can have a baby. To have a baby go into buy mode and purchase a crib. Than tap on the add a sim circle above your crib.

To have a baby in Sims, you have to be married to someone else. Then you purchase a crib. It will then have a circle above your crib saying to add your sim.
