When does the athlete and musician career unlock?

Question for The Sims FreePlay
When does the athlete and musician career unlock? I've had to skip the goal 'start a career as a musician' because it's locked. I'm at level 20, so why is it locked?!

It unlocks when you build it 
so just build it and you will have it unlocked

You actually have to build all the places of work for the Sims to be able to be a specific Career. Which takes time and money and enough sims. If you want a sim to be a Musician build the music place. On The Town Map it is across the river near the Car yard and supermarket.
