I am trying to add the baby but it says that I have too many Sims and that I need to delete some. I deleted two... And it still says that

You might have too many people in the house the baby will live in, move someone out of the house, the limit per house is 4

I'm on Sims free play and I am on level 11 and I want to get engaged and nothing is happening and also someone told me that to have a baby or get married you need to move one of the couple out of the house but I'm really confused and don't know what to do pleas help !!!
