I'm not sure what level, but after you get the goal to have two Sims get married I think you can have a baby any time after that.

You need to buy a crib from the store(it's underneath infants). After you bought it, on top of it will hav a person icon. Click that and your baby would be ready in hours. To Age a baby make them have a birthday. If you don't get what I mean, go in help and about(you will get there when you press those three dots in a green semi circle. It will tell clearly what to do.
