Is you're partner Bar filled up? If not that is required. If so keep reading.
Is you're couple living together? If so you will have to move one sim out. U have to wait until the goal get engaged comes up and then you move you're Sims together, and you press propose marriage and then you pick out a ring ( make sure it's not really cheap otherwise she will decline) try and get the dearest one. (that is only getting them engaged) After that you can buy a crib and then you press on it and they will try for a baby.
*note* I'm pretty sure you have to actually get married and then buy the crib and blah blah blah. The marry process I think is the same as the engagement process but the get married goal is straight after get engaged... I'm pretty sure...
