Click on the Park so you are viewing it then open the sim tracker and whistle them over

I had same problem.
Park is next to Firemen.
There is an icon ontop Park BUT if you are
Building something, eg. City hall, this icon is hidden!
Also you need lots of $ to build the Park.

The whistle is just there when the sim isn't busyGuest answered:
First you have to buy he Park in the town then you must click into it click on the very left button, sim tracker and click on the whistle of the person you want to bring there

The Park is located near the top/middle of the map and is reconisable by the pond.

So THE WHISTLE is the actual key to everything, but I can't find it anywhere...Do I maybe need to go on another level to get the whistle or?

you go to the folder on the side and tap the person you want to come to the park

Go to the view of your whole town.
Click on the Park's icon.
Open the simtracker (the button that looks like a file folder). It should show all of your Sims.
To bring them to where you are, click the whistle.
To send them to their respective Houses, click the icon that has a house and an arrow.

Go to the Park then click on the thing that you send you're Sims to work with then tap the whistle and they will appear
