You can get the three legendary dogs: Entei, Raiku, and Suicune (Pardon the spelling, I haven't played in a long time). It depends on the pokemon that you choose to start out with.
I believe if you start out with Charmander, then Suicune will apear in the wild after you beat the Elite Four.
This would be the best pokemon to use your masterball on because they will flee right after you enter combat.

Either of the three dogs will be running around Kanto after you obtain the National Pok�dex. If you started with Bulbasaur, you'll get Entei; if with Charmander, Suicune; if with Squirtle, Raikou.

You can get one after beating the Elite Four. The one you find depends on the starting pokemon.
Bulbasaur = Entei
Charmander = Suicune
Squirtle = Raikou
