To get to Kanto, go to the Pokemon League reception gate and go right. Suicune is near Cerulean City, from there go you the bridge and as far right as possible, he should be there. Hope I helped

Sorry about the last answer, I thought you was playing Pokemon HeartGold or Soulsilver.
Kanto if the whole region that you are in. You can only get Suicune if you started off with a Charmander.Also, you must have defeated the Elite Four and obtained the National Dex.
Suicune will appear randomly in any piece of grass, a good method of finding him is to use a repel to stop any lower levels appear, and move around to different routes often. If you see him once and he runs, then you can now track him by using your Pokedex and looking at the area.
I would recommend using your Master Ball, or a very fast Pokemon with Mean look or an ability which prevents the opponent escaping, such as arena trap, as he will try to run almost straight away.
