Ho-Oh, is not attainable in the FireRed, LeafGreen series, unless you own an Action Replay, or Gameshrak, in which case, you would just hack it into your party. But you can catch a Legendary Dog, you must beat the Elite Four, obtain the National Dex, and then you would find it randomly in grass like Latias, or Latios(the dog will be a counterpart type of your Starter, as in, if you picked Bulbasaur, You would get Entei, and Suicune if you picked Charmander, and Raikou for Squirtle.

It is impossible without an Action Replay, Game Shark, or Mystery Event.

Well unless you have an action replay you won't be able to get it.Ho-Oh can only be caught in Gold version
