I thought henry and Elizabeth (both are babies) might want to play with each other, but every time I click the other baby it just shows "have birthday". Is there some way babies can interact with each other?

They cannot interact with each other as I think only shows their relatshion ship (sibling) and the option to have birthday, the only way to get them to interact is to Age Henry and Elizabeth both up to Toddlers and they can play together.
Babies can't interact with babies (infants can't interact with infants). Ageing them and then toddler can play with a toddler
Babies in Sims freeplay cannot interact with eachother. To be able to have 2 little ones interact with eachother, you must complete the 'A Quest for toddlers' and then bake a birthday cake by clicking any stove in a sims kitchen. You'll have to wait 1 day until the cake is done. Once the cake is done, click the baby you want to Age up to become a toddler (and being to interact with eachother) click have birthday🔓❤
