First you must do the hidden village quest (kill the 20 enemies), after you will be given a charm from Impaz, take this to Ilia (the girl) and she will regain all of her memory.
After return to the Hidden Village & show Impaz the dominion rod, she will give you the sky book. Now head back to Shad in Kakariko Village (Shamans house) & show him the book, he will then restore power to the Dominion Rod. Now do his quest of collecting the six sky symbols. When you have done this return to him again, open the passage to the sky cannon, tell him to leave. Now have Minda warp it to Lake Hylia, speak to the man who owns the cannon in the middle of the lake & pay him to fix it. Clawshot into the back of the cannon to gain access to The City In The Sky.
