Pay 10 rupees to get blasted out of Lake Hylia. Call Epona with some horse grass and make your way to Telma's bar in Hyrule castle town. After some cutscenes you will find yourself having to protect the Wagon from enemies.
There is a another fight on a bridge with a big ogre, use your arrows to defeat him. If the Wagon ever catches fire use the Gale Boomerang to put them out. You will have to dismount your horse to unlock gates, so quickly make your way back to Epona as enemies will start to gather.
When you get to Kakariko watch the cutscenes, then head to the graveyard to meet the ghost of the Zora Queen, she will give you the Zora Armor.
Can't remeber exactly but have you gone to telmas bar in hyrule near the south of water fountain near a ally youll then have to help a wagon get to the (karukio)dont know spelling
First, return to human form. Then go back to Telmas Bar (the place you found Ilia when in wolf form). Follow the story as it unfolds.
After escorting the wagon, go to the back of Kakariko graveyard. There is a small hole in the wall (you might have to bomb the wall, I'm not sure). Crawl though it.
He's in castle town in the bar with that girl you see in the begining of the game.
