Unlocking the Community Center

You will find the Pelican Town Community Center north of Pierre's General Store. Initially it will appear as a dilapidated buliding and be locked. To open it you must enter Pelican Town from the bus stop on a day when it is not raining, from spring 5th onward, between 8:00 am and 1:00 pm. Doing so will trigger a cutscene that unlock the 'Rat Problem' quest. To successfully complete this quest you must re-enter the Community Center and interact with the Golden Scroll which can be found in the lower left room. The Golden Scroll will be written in a strange writing that can't be deciphered.

Then next morning you will recieve a letter from a wizard telling you he can help you decipher the Golden Scrolls. Reading this letter will unlock the 'Meet the Wizard' quest which will involve travelling to his tower in the west of Cindesrsap Forest so that you trigger a cutscene where the wizard gives you a potion that allows you to read the Golden Scrolls at the Community Center.

Although the Community Center is not linked to making cash you should still make completing the six sections your primary focus as they unlock several major features. The Boiler Room is particularly useful as it will enable you to fast travel across the town and focussing on the bridge repair options and bus repairs enables you to unlock new areas you can explore.
