Teens don't fall in love with adults unless you have a hack installed. I use the inteenimator which allows relationships for teens and up with any age group from teens on up as well as teen pregnancy.

Its never happened on my game, but using cheats, it's probably possible. They can like them a lot though. Maybe get crushes on them...

They can't- sorry. However, on The Sims 2: University, Young Adults can fall in love with elders- (a young adult is basically an adult body with a teen head)- apart from that, the interaction just doesn't work.
