You don't need a cheat. If you do a little research, you can download the skins.

You could get custom skin colors by typing this code in the cheat window in the neighborhood: "boolprop testingcheatsenabled true" (Without quotes though.) And then go into Create A Family, and before you do anything hold down the "Shift" key and the "N" key. Now the custom skins will be unlocked.
