If they're out in a public area out the front of the public area there should be a public telephone. Select it and select call taxi, which is probably the only option.
If for some reason there is no payphone, You might need to cheat. pres Ctrl Shift C to open up the cheat code bar. type in: boolprop testingcheatsenabled true
While holding down the Shift key, click on one of your sims. select: more,Cellphone-Give Cellphone
Now you can just click on your sim normally and select: Call, Call taxi
It will ask you where you want to go. You can select to go to another lot or to go home.
Wait for the taxi to arrive and make sure all your sims on that lot get in it, otherwise it will not leave
