The bovine shrine is where the gothic girl starts her weird clan thingy. It is also where you put gourds to keep the mummy man happy.

Once you have taken the bell from the cow, the Bovine Shrine appears downstairs in the basement on the right of the bottom of the stairs.

First, go down down stairs to the basement, and then, when you had already buy a permit from the city hall, after you wait for 8 hours, and after ava cadavra give you a mission to excavate the bovine shrine, look around (especially beside the stairs), and then in the right, you will see a cave. That's the bovine shrine

The gothic girl wants you to basically build the bovine shrine. So first go to City Hall and build a room called the bovine shrine and it is located in the basement. Hope this helped!!!!☺️
