You can try this it may or may not work. What you do is you to the date of Halloween. Concierge should call and say that there was a friendly ghost that came, cried a little and left. Wrong. Look for him in the art gallery, the lobby, the basement or the saloon. If he is there, clam someone down or make them happy. He will watch and make it go faster. Be careful it will permanently stay like this and, if you say "give gift" then your Sim will enter the white abyss to never come out.
