You have to go up to the hotel reactor (where you put the nuclear fuel rods for electricity throughout the hotel) and one of the options it gives you is charge detector. It takes one fuel rod to fully charge the detector, just to let you know.

no u have to go to the furness room where the grey door is in the lobby and u go all the way down there to where the caution sighn are on the door and go through the door and down the stairs and there it is
