Its unlocked in about 4 years after you complete the game, then you will find it ;)

After You Beat Optinum Alfred and beat the game you can wait 3 years or set ds time ahead then go to the city hall and there should be an animal room

I am pretty sure this is false because I hae tried 3 times and it hasn't worked in either city hall or the store. If you have any proof it would be appreciated so I know whether to carry on trying.

I think it's there for no reason and it's stupid. It doesn't even say 'Coming soon' or anything like that.
