You don't find him/her for quite a while. The game guides you to him/her, you don't really need to worry about anything.

and where would that be cause i am sick of him/her ringing every time i try to do something. just please tell me the place and i will have patience for a little bit longer

After a certain Number of walking around in specified places and having Curtis (if you're a girl) or Yancy (if you're a boy) call you, you find out where they are. I think the call number is 13 but I am not sure. The only way to get rid of him/her is to either go to the places the number of times, or avoid the places.
