How do you catch Pokemon in castelia city? I can't find any tall grass

The only Grass in Castelia City can be found in the Park Area. To get there, you must go into the Castelia City Sewers. You will soon find a set of stairs. If you go up them, you will soon get to the Park.

To find Pokemon in castelia, go into the sewers. You go up a flight of stairs and it will take you into an area filed with lots of tall grass. Dark and light patches. There are cottonee and other normal pokemon. There are also Eevee, but they are a more rare find. In shaking grass, you may find an Audino, as always or a Whimsicott!
