You have to finish the Nanny Knows Best quest that you can find in the park. If you have done this, you may need the baby to have a birthday, so bake a birthday cake and see if that works out for you.
Another problem some people face is that the crib is incorrectly placed and they cannot access the baby properly, so think about position of the crib as well.
