His lifetime goal his to play with train set where do I find the train set?

This is found under the Toddler Tab in the Toy Store - but you have to actually level up far enough and then BUILD the Toy Store before you have access to it in your game.

There is no train set for sale in the toy store only car tracksCMBF answered:
The train set is found in the Toy Store - which you have to build before you can shop there. Once you have built it you can then purchase the train set and place it in your Sims home to use it to complete that task.
